Kathy Hochul is proposing a scaled back tolling system to take effect in early January. We discuss the potential legal and administrative hurdles to realizing this latest iteration of congestion pricing in Manhattan with Michael Gerrard, a Columbia Law School professor and proponent of congestion pricing.
