Governor Hochul uses clemency power sparingly

Jan. 5, 2023 – Gov. Kathy Hochul used her clemency powers in the final days of 2022 to give a second chance to 13 individuals, but has so far failed to deliver on her 2021 pledge to dramatically increase the scope and frequency of when she issues clemencies.
