Clearer picture emerges of CDPAP transition

New York is hitting its projected benchmarks for transitioning the administration of the state’s Consumer Directed Personal Assistance Program by the end of March, according to comments state Health Commissioner James McDonald made on The Capitol Pressroom this week.

But how many of the quarter of a million New Yorkers who use the program have actually completed the transition to the statewide fiscal intermediary?

After two months of the state Department of Health providing weekly updates based on the number of program participants who started or completed the transition process – without breaking out the completed totals – the department confirmed to The Capitol Pressroom on Thursday that about 100,000 consumers have completed their registration. They added that 30,000 consumers are also in the process of transitioning to personal care services.

“We’re meeting the benchmarks that were expected,” McDonald said in the interview.

The commissioner also reiterated his public position that the state has no backup plan for CDPAP consumers who don’t complete the registration process to Public Partnerships LLC by the start of April.

“The backup plan is, don’t look for a backup plan. It’s get going. If you haven’t registered with PPL, go register with PPL,” he said.
