In April, reports of domestic violence rose a staggering 30 percent in New York State. In an effort to reach other New Yorkers struggling with abuse, the state has launched a text line for survivors to get help. Kelli Owens, Executive Director of the New York State Office for the Prevention of Domestic Violence, explained how the hotline works.
